What we do
We get involved when a client needs additional expertise, experience or capacity to make important decisions, carry out specific tasks or realize projects. We complement existing teams and, depending on the needs of the engagement, take responsibility for agreed tasks or manage individual processes and projects.
We work with management and company owners to define business priorities, improve organization and processes, restructure and develop new services, markets and business opportunities. Cooperation can include individual advisory or project engagement, as well as longer-term involvement through work in supervisory and advisory committees or in the role of an external member of the management team or management advisor.
We help international companies enter the Croatian market — from analyzing the business environment and investment opportunities to finding projects, partners and clients. We support Croatian companies in developing their business in foreign markets.

We participate in the development of construction, infrastructure and real estate projects — from the initial idea and definition of the concept to preparation and implementation.

Consulting and support in the reorganization of the construction part of the group, including the creation of an organizational model and the improvement of the development, construction and management processes of investment projects.
ENNA Group – strategic support for the development of the Rijeka Gateway project
Support to the owner during the development, design and preparation of the implementation of a new container terminal, with an emphasis on project organization, selection and contracting of subcontractors, monitoring and control of implementation, and cooperation with an international partner.
AVAX Group – support to the contractor on the Pelješac Bridge access road project – D8
Support to the contractor's management in the organization of project activities, engagement and coordination of subcontractors, and monitoring the progress of works and cooperation with the client.
BALFIN Real Estate – finding and evaluating investment opportunities
Finding and analyzing land and projects for potential acquisition, along with assessment of development potential, conditions of realization and possible partners for development and construction.
Oportum / STRABAG – reinforced concrete construction of the Kranjčević Stadium
Planning and coordination of the implementation of reinforced concrete construction for Oportum, in cooperation with the main contractor STRABAG, including the coordination of subcontractors and monitoring the dynamics, costs and quality of works.
Abkons Consulting – organization and business development
Advising the management and participating in the work of the advisory board, with an emphasis on business organization, partnership development, entry into new markets and support for contracting new business.
Sitno Holding – support for the development of the Lioqa Resort project
Support to the investor in project development, with an emphasis on procedures for obtaining permits and approvals necessary for the realization of the investment.

Consulting engagement on the identification of investment opportunities and the development of cooperation with partners in the field of infrastructure, with a contribution to the contracting of new projects financing and investment consulting.
Ministry of Maritime Affairs, Transport and Infrastructure - infrastructure development and strategic projects
Performing the functions of Assistant Minister for Infrastructure and Head of the Operating Structure for EU Funds, coordinating strategic planning and preparation and implementation of infrastructure projects. The engagement included projects co-financed by EU funds, supervision of the operations of companies in the transport infrastructure system, and coordination of the implementation of the new passenger terminal project at Zagreb Airport.
HŽ Infrastruktura – supervision of operations and strategic investments
Conducting the function of the chairman of the Supervisory Board, in addition to supervising the operations and work of the Administration and monitoring the implementation of strategic projects and investment plans for the development of railway infrastructure.

Analysis and acquisition of real estate projects for an investment fund, along with managing their development, from the assessment of investment potential to the preparation and coordination of implementation.

Leading the real estate project development department, from land appraisal and acquisition, through design, permitting and contracting, to construction coordination and property management.

Leading the project management department for international investment funds, including the preparation of feasibility studies, investment appraisals and planning and coordination of design and construction.

Oliver Kumric
Founder and Director
For more than 20 years, he has combined engineering knowledge with the development of investment projects and business management in construction, infrastructure and real estate. He has gained experience in the private and public sectors, as well as through engagements with an international development investment bank. Today, he runs Decode, and as a partner and co-investor, he participates in the development of other companies and business ventures, which gives his advisory work a direct entrepreneurial perspective.
He graduated from the Faculty of Civil Engineering, University of Zagreb, and received his Master of Interdisciplinary Sciences degree from the postgraduate MBA in Construction. As a Fulbright Predoctoral Scholar, he studied at the University of California, Berkeley. He gained additional business and management knowledge through programs at New York University (NYU), Harvard, Stanford, IMD in Switzerland, and IEDC – Bled Business School.
In collaboration with clients, he combines strategic thinking with practical experience in project development and implementation. He personally leads engagements, with direct communication with the client and the involvement of proven external experts according to the needs of the project.
He lives in Zagreb, is married and has three children. In his free time, he plays water polo and enjoys traveling with family and friends.
